John Gallagher
Founding Partner and Managing director
John founded Aptus Management in 2009 to provide high level environmental management services. Before starting the company, he was a General Partner with Cherokee Investment Partners and President of Cherokee Investment Services – the technical arm of Cherokee responsible for environmental engineering, land planning and public finance. John has also consulted to a number of other Fortune 500 companies, financial institutions and real estate developers throughout his 30-year career, has served in the U.S. EPA Superfund program, and has industrial experience with Eastman Kodak.
John specializes in brownfields redeveloped and providing value-added services and integration of environmental considerations with project financing and execution. He built the first ISO-14000 certified EMS utilized by an investment firm, created state-of-the-art sustainability systems, and has been responsible for over $200 million of plant decommissioning and remediation at brownfields sites across the US, Canada and western Europe. He put in-place risk/liability management programs that provided nearly a billion dollars of insurance-backed security to buyers and sellers of environmentally impaired assets.
He holds an MS in Environmental Engineering from the University of Massachusetts and a BS in Chemical Engineering from Colorado State University. John is a registered Professional Engineer and holds special licenses under state hazardous waste cleanup programs. He served on the board of the North Carolina Sustainability Center and is an active participant in the Urban Land Institute, where he headed the North Carolina District Council’s Sustainability Committee.
Scott Freeman
Affiliate – Engineering and Construction Services
Scott is a nationally-recognized expert in site remediation, facility decommissioning, estimating, contract management and contracting. He provides technical expertise, project management and environmental insurance support for all phases of brownfield investments, from pre-acquisition deal underwriting through site restoration, final disposition and development.
He has more than 25 years of hands-on experience on restoration projects, including work on some of the most challenging federal Superfund (NPL) and brownfields sites, with project management roles of over $10 million in value and work forces up to 100 craftsmen and engineers.
Scott is a registered Professional Engineer with specific expertise in various remediation technologies, landfill management, wetlands restoration, large-scale facility decommissioning and demolition, and site infrastructure engineering and construction. He earned an MS in Engineering from Thayer School of Engineering at Dartmouth College and a BS in Civil Engineering from Tufts University.
Douglas Mosteller
Affiliate – Western Operations
Doug directs Engineering and Environmental Management Programs with Aptus focusing primarily on the western United States. He has 15 years of experience completing due diligence and managing environmental programs at brownfield sites with a build-out value in excess of $4 billion, as well a background with private industry. Doug’s program experience includes technical support for risk/liability transfer, insurance, tax increment funding and capital investments.
Before Aptus, Doug served as the Western Regional Program Manager with Cherokee Investment Services. Prior to Cherokee, Doug was a Project Manager with Camp Dresser & McKee in Denver, Colorado, where he managed environmental remedial design projects and engineering evaluations, while specializing in bioremediation applications at sites throughout the country. His experience includes remediation of municipal landfills, chlorinated solvent contaminated properties and Superfund (NPL) sites.
Among other accomplishments, the American Academy of Environmental Engineers recognized Doug for his contribution to the Gilbert Mosley Bioremediation Pilot Demonstration and the Brooks Landfill Remedial Design. He earned an MS in Chemical Engineering from Colorado State University and a BS in Chemical Engineering from Lafayette College.
